Nations cannot afford to take scientific talent for granted.

Some of the most important investments a nation ever makes are not visible in quarterly earnings reports, election cycles, or immediate headlines. They happen quietly, in laboratories, universities, research centers, and classrooms where young scientists, engineers, and researchers are given the opportunity to explore ideas whose value may not become apparent for years or even decades.
I know this firsthand because without funding for scientific research, my own life would likely have unfolded very differently.
I was born in rural China, far removed from the global business world I would later enter. Like many young people from modest backgrounds, I did not begin life with privilege, connections, or a clear path to international opportunity. What changed my trajectory was education and, more importantly, the willingness of scientific institutions and governments to invest in human potential.
That investment allowed me to pursue advanced scientific studies in France and later conduct post-doctoral research work in the United States at the Illinois Institute of Technology. At each stage of that journey, I benefited from systems that believed scientific advancement was worthy of long-term support, even when the outcomes could not be predicted in advance.
Those opportunities ultimately allowed me not only to build a career but also to contribute to the society that had invested in me and others through innovation, leadership, and industry development. Looking back, I often think about how many lives follow similar paths. Behind countless entrepreneurs, engineers, physicians, professors, and innovators are educational and research systems that once chose to invest in them before the world knew their names.
This is why discussions surrounding scientific research funding concern me deeply.
Nations are competing intensely for talent. This competition is no longer limited to natural resources, manufacturing capability, or military strength. Increasingly, the defining advantage of nations will be their ability to attract and retain the brightest minds in fields such as artificial intelligence, biotechnology, semiconductor engineering, energy systems, advanced manufacturing, and medical science.
Talent Flows Toward Opportunity
Scientists and researchers go where curiosity is encouraged, where discovery is supported, and where long-term thinking still exists. While compensation certainly matters, many researchers are equally motivated by intellectual freedom, collaboration, institutional support, and the ability to pursue meaningful work without constant uncertainty about whether that work will continue to be valued.
For generations, the United States became one of the world’s greatest centers of innovation precisely because it welcomed global talent and invested heavily in science and research. Many of the scientists, engineers, and entrepreneurs who helped shape modern America were immigrants or international scholars who arrived with little more than education, ambition, and the hope that their ideas would be given room to grow.
America benefited enormously from this openness.
The same is true in many other countries that have built strong research ecosystems. Scientific leadership rarely emerges by accident. It is cultivated patiently through universities, public research institutions, private-sector partnerships, and long-term national commitment.
What concerns many people today is not merely the reduction of funding in certain areas, but the broader signal that can sometimes accompany it. When scientists begin to feel that expertise is undervalued, that research is increasingly politicized, or that long-term inquiry is becoming less supported, they naturally begin considering opportunities elsewhere.
Brain Drain Doesn’t Happen Overnight
It occurs gradually, through thousands of individual decisions made quietly over time. A graduate student accepts a fellowship abroad. A researcher relocates to another country with stronger institutional support. A promising scientist chooses an industry or nation where long-term research appears more sustainable. Over time, those individual decisions compound into larger structural consequences.
Innovation ecosystems are surprisingly fragile. Once talent networks begin relocating, rebuilding them can take decades. Laboratories can be reconstructed. Buildings can be financed. Equipment can be purchased again. But rebuilding concentrations of trust, mentorship, collaboration, and intellectual momentum is far more difficult.
Because I am a naturalized American citizen originally from China, I am often asked questions that narrowly frame this issue as a competition between the United States and China. The global competition for scientific talent is much broader than a two-competitor race. Countries throughout Europe, Asia, and the Middle East are making aggressive investments in research, technology, higher education, and innovation infrastructure because they understand that the future economy will belong to nations capable of generating knowledge, not simply consuming it.
The question facing every nation is ultimately the same: Will the world’s brightest minds believe they can build their futures there?
That question matters enormously because scientific progress not only produces economic value; it also improves healthcare, strengthens industries, creates jobs, advances environmental solutions, and expands human understanding. Scientific advancement has always been deeply tied to human progress.
As someone whose life was transformed by educational and scientific opportunities across multiple countries, I continue to strongly believe in the power of international collaboration and research investment. Science has long served as one of humanity’s most powerful bridges across cultures, political systems, and national borders. Researchers from different backgrounds often work together not because they agree on everything politically, but because they share a common commitment to discovery and problem-solving.
Science Is the Best of What Humanity Can Accomplish
Years ago, I began using a phrase that later inspired the title of my book: “When the doors are closed, go in through the window.” I originally used it to describe resilience and unconventional problem-solving. But today, I think the phrase applies to talent migration as well.
When doors begin closing to scientists, researchers, and innovators, they rarely stop innovating. Instead, they begin looking for another window somewhere else in the world.
That is why nations cannot afford to take scientific talent for granted.
Investment in science is not simply a budgetary decision. It is a decision about the kind of future a society hopes to build, the values it chooses to prioritize, and whether it still believes that human curiosity and discovery remain among civilization’s greatest strengths.
